Listasin kahdeksan mielestäni tärkeää toimenpidettä seksuaalirikollisuuden vähentämiseksi.
1. Suostumus.
Jollei molemminpuolista suostumusta seksiin ole, on oikeuden tunnettava yhdyntä raiskauksena.
2. Seksuaalikasvatus kouluihin.
Terveystiedon tunneille lisättävä opetusta seksistä, seksuaalisuudesta ja kaikkeen siihen liittyvästä, jo ala-asteen aikana. Seksuaalisuus ei vain yhtäkkiä ilmesty nuorelle, siinä vaiheessa, kun hän on valmis yhdyntään henkisesti ja fyysisesti, joten ikätasoille sopivaa opetusta on oltava nykyistä aikaisemmin ja enemmän.
3. Vanhempien vastuu ja neuvominen.
Vanhempien on tiedettävä missä lapsensa liikkuvat. Vanhempien ja huoltajien tehtävä on myös rajata viime kädessä lapsen toimia. Rajat ovat rakkautta. Tähän liittyen voisi järjestää valtakunnallisen kampanjan.
4. Läheisyys.
Jos lapsi kokee olevansa yksinäinen, kosketuksen, läheisyyden tai huomion puutteessa, lapsi saattaa korvata tarpeitaan yhdynnöillä, vaikka tosiasiassa tarpeet eivät ole täyttyneet kehityksen kannalta oleellisilla ja henkisen hyvinvoinnin kannalta tervein tavoin. Lapsi ei täysin ymmärrä mitä tekee. Mutta saa huomion ja kosketuksen toiselta ihmiseltä seksin keinoin.
5. Islannin malli.
Suomeen Islannin mallin tyylinen toiminta. "koko kylä kasvattaa". Islannissa vanhemmat ovat sitoutuneet lasten kotiintuloaikoihin, ja vanhampainvartiot kyselevät kotiintuloaikojen jälkeen ulkona olevilta nuorilta, tekemisistä. Vanhemmat harrastavat lastensa kanssa. On todettu, että perhe, ystävät ja harrastus pitävät nuoren parhaiten kaidalla tiellä.
6. Nuorisoneuvola.
Suomen neuvolajärjestelmä on maailman huippuluokkaa, mutta se loppuu koulun alkaessa. Huoltajien, vanhempien ja lasten tuen tarve ei kuitenkaan lopu siihen. Siksi olen kehitellyt nuorisoneuvolaa, jonka tarkoitus on vähintään kerran yläasteella ja kerran ala-asteella kartoittaa koko ikäryhmä ja heidän huoltajansa. Nuorisoneuvolakäynneillä vanhemmat saa kertoa omat huolensa, ja samalla hyvinvoinninammattilainen pystyy kertomaan vanhemmille konkreettisia tapoja tukea nuoren tervettä kehittymistä. Tähän voisi kuulua nuoren seksuaalisuudesta puhuminen. Osalle vanhemmille saattaa tulla järkytyksenä nuoren seksuaalisuus, eivätkä vanhemmat välttämättä tiedä miten siihen suhtautua rakentavasti. Nuorelle neuvolakäynnillä voidaan valistaa yksilön tasolla seksistä. Nuorisoneuvolan tehtävä on kartoittaa nuoren henkinen ja sosiaalinen tilanne, ja löytää riskitekijät tarpeeksi ajoissa.
7. Rangaistus.
Seksuaalirikosten rangaistuksia kovennettava.
8. Kartoitus.
Suomen kotouttamisen resurssit kartoitettava, jotta tiedetään realistisesti, miten paljon pystymme kotouttamaan länsimaiseen kulttuuriin. Maahantulo ja kotoutumisprosesseja on kehitettävä tehokkaammiksi.
